Congo LNG Launches Phase 2 Operations – A Continental Signal of Africa’s New Energy Ambition

The Republic of Congo has started operations at the second phase of the Congo LNG project, with operator Eni announcing the arrival of the Nguya FLNG unit and the introduction of gas into the offshore infrastructure system. The advancement of the Phase 2 development marks a significant milestone in Africa’s gas evolution. It is an achievement that resonates far beyond the Republic of Congo, reinforcing a continental message: Africa is emerging as an architect of the global gas future — not merely participating, but actively shaping its direction.

What stands out in this milestone is not only the drive toward increasing capacity to 3 million tons per annum of LNG, but the development philosophy behind the broader project. Congo LNG represents a new model of African energy progress — one founded on purposeful collaboration, strong industrial planning and the seamless integration of world-class technology with local capabilities. Completed six months ahead of schedule, the project will begin exporting gas in early 2026, with Phase 2 coming online in just 35 months after construction of the FLNG unit began. The integrated Nguya FLNG and Scarabeo 5 configuration showcases what can happen when engineering excellence is paired with national development goals.

Meanwhile, by executing meaningful portions of the project in-country, Congo has demonstrated that local content is not a procedural obligation — it is an accelerator of capability, innovation, and long-term economic uplift. This approach develops local technical skills, stimulates domestic industries and widens the base of African talent capable of executing complex energy infrastructure. For many of us across the industry, this is exactly the type of progress that strengthens Africa’s competitiveness and deepens investor confidence.

The broader significance is clear: Congo LNG sends a continental signal of maturity. It affirms that African states, working with aligned partners, can deploy advanced gas solutions that support energy security, industrialization and sustainable growth. It also validates the African Energy Chamber’s long-standing position — that Africa’s natural gas, when developed responsibly and efficiently, is not only a domestic development catalyst but a strategic global asset.

For policymakers and private sector leaders alike, the lessons are powerful. The first is that gas is central to Africa’s industrial future, from power generation to manufacturing. The second is that local value creation must sit at the heart of every major project, building the competencies that will anchor future developments. While the third shows that partnerships thrive when there is clarity, stability, and shared purpose. Congo has provided a practical demonstration of all three.

As Africa moves into a decade where energy demand, security and industrialization will define economic outcomes, the Congo LNG project emerges as both an inspiration and a blueprint. It is a reminder that our continent is not a peripheral player — we are strategic contributors, capable of delivering scale, speed and excellence when vision aligns with capability.

The story of Congo LNG is ultimately a story of Africa’s rising energy ambition — confident, collaborative and ready to lead. And as African energy stakeholders, it is our collective responsibility to champion and replicate this standard across the continent.
